The rules and regulations of the Portuguese Canadian Soccer LeagueT (PCSL) shall be in accordance with the governing rules of FIFA. The League Governing Body can apply exceptions and modifications to the FIFA rules and all changes shall be implemented immediately and followed by all teams and participants. The League rules will be subject to revision, if required, and if any rule was not noted or there is confusion, the PCSL Governing Body (PCSL-GB) decision will prevail. The PCSL is a recreational league; the objective is to promote competitive participation in the ever-growing popularity of soccer and to create a friendly environment amongst all players and participants.

PLEASE NOTE: Any means of deceit, corrupt or second guest the rules in this document will be reprimanded and punished severely by the PCSL, the violation of the PCSL rules or FIFA rules can either be intentional or un-intentional. A minimum fine will be charged to the team that attempts to deceit or corrupt the rules and could be increased or even the expelling of the team forever from the PCSL. Furthermore the player involved in the violation of the rule will be expelled from the PCSL for the remaining of the season. This decision will be made and enforced by the PCSL ONLY.

General League Rules

  1. Maximum of twenty five (25) players registered per team -- Note: Once you reach the 25th registration you can register a new player(s) but you must remove an existing player(s) from the roster*** .

  2. Teams must have photo ID of all registered players a League player registration form MUST be completed and signed by the player, team and League officials. (if no photo available, or player application is not complete or handed in before DEADLINE player will NOT play)

  3. Teams MUST have all players and directors registered with the regional/district association

  4. New players may be registered only up to the end of the first round of games (half way of schedule) deadline for registrations is 9:00PM the THURSDAY before the next Sunday game.

  5. New registered players (not transferred from another PCSL team) may play immediately if registered by dead line THURSDAY 9:00PM before the Sunday game. Please click here for a player registration form.

  6. New players registered (transferred from another PCSL team) may only play after a two (2) game waiting period and the transfer must be completed according to rule four (4). To download the registration form please click here.


  7. Minimum of seven (7) players are required (counting goalkeeper) to start the game or the team will lose the game by default (3-0 score) and a fine will be applied to the team that defaulted the game. Fine must be paid before the next scheduled game; failure to pay fine will result in CANCELLATION of next game or SUSPENSION from the League.
    1. 6.1 If a player happen to be injured during the match and the game can no longer proceed for the lack of players, the team with the lack of players will forfeit the game and 3 goals will be added to the existing score against the team forfeiting the game and the goals the forfeiting team scored will not count.

  8. Games are to start at the scheduled time SHARP (unless unforeseen circumstances occur or severe weather conditions apply) .
    1. 7.1. Referee will only allow a 15 MINUTE grace period at which time any team not present will lose the game by a score of 3-0 and rule 7 will also be applied.

  9. In the event of one team or both teams not showing for a scheduled game the League will apply a fine to the team(s) responsible and the team will get a yellow card. The fine must be paid before the next scheduled game; failure to pay the fine will result in the CANCELLATION of next game or SUSPENSION from the League.

  10. Games can only be CANCELLED by the mutual agreement of the Referee Coordinator(s)/or referee for SEVERE weather conditions. (Severe weather conditions are determined by the referee team only).

  11. Cancelled games must be re-scheduled and played within fifteen (15) days from time of cancellation. - NO EXCEPTIONS - For game canceling forms please click here.
    1. 10.1. If the re-scheduled game is not played within the allowed time, the no show default rule applies (rule 7). Further more, changes to the league schedule must have mutual consent by both participating teams and the re-scheduling form must be completed and presented to the league. - Note: Any game that both participating teams are not present on the field after the 15 minutes grace period, both teams lose 3 point, 3 goals against and a fine will be applied to each team - NO EXCEPTIONS

  12. Any game cancelled by referee due to insubordination of one team (or player or team director), that team will LOSE the game by a 3-0 score and the team will get a yellow card.
    1. 11.1. If the team causing the insubordination is losing by a score greater then 3 goal against, the result will stay and 3 more goals against will be added to the final score.
    2. 11.2. The team that is seen as not part of the insubordination will have no goals against.
    3. 11.3. If both teams are reported insubordinate by the referee team the above rules apply to both teams - NO EXCEPTIONS. - Please note that this rule can not be challenged

  13. Prior to commencement of each game a league approved "GAME SHEET" showing player photo, full name and number on jersey MUST be:
    1. 12.1. Presented/handed to the referee and the opposing team by both teams.
    2. 12.2. Home team must present an addressed (PCSL Address) envelope with postage paid to the referee team.
    3. 12.3. Directors MUST sign game sheets along with the referee team
  14. Please Note: If no sheet is available a 3-0 loss score will result, regardless if the game was played or not) - NO EXCEPTIONS

  15. Reporting the game results is the responsibility of the Officiating Team and the team directors. The referee is to mail all game sheets (sign the back seal of the envelope), after being signed by the referee team and the team director present at the game, using the PCSL addressed and postage paid envelope provided by the hosting team.
    1. 14.1. A team director from each team must call in the game results between 1:00 PM and 4:00 PM game day.

  16. Unlimited substitutions shall be allowed on goal kicks and throw-ins ONLY or due to injury of a player.

  17. Games consist of two (2) forty-five (45) MINUTE periods, games starting late may have this time reduced, at the referee decision and agreed by both team representatives, and if a mutual agreement does not prevail the final decision will be awarded to the referee. A period at half time interval not to exceed 10 minutes (unless by referee's consent).

  18. The host team (home team) will be responsible for the placement of the nets, marking of field lines and installation of corner flags BEFORE the start of each game (REMEMBER 10:00 AM game start). If the field is considered in poor condition by the referee team (and only the referee team) the visiting team will win the game by the score of 3-0 - NO EXCEPTIONS. - Please note that this rule can not be challenged

  19. Fouls and misconducts will be SEVERELY enforced and may result in the player being expelled from the game or quite possibly the league

  20. The team with the most points at the end of the season will be awarded as LEAGUE CHAMPION.

  21. HOME team is RESPONSIBLE and required to provide 2 game balls for the HOME game.

  22. Any team(s) suspected and proven of making modifications to the game sheet after the referee signature will LOSE the following scheduled game by default (3 point and 3 goals against) and a set fine will be applied to the team(s) modifying the game sheet.

  23. Any team(s), player(s) or team representatives that are suspected and proven of bribing/begging the referee to modify game sheets (i.e. not to mark down the cards) will LOSE the following scheduled game by default (3 point and 3 goals against) and a set fine will be applied to the team(s)

Discipline and Offenses

Yellow Cards

1st time player receives two (2) yellow cards in a game

A player who accumulates a total of five (5) yellow cards, will receive a one (1) game suspension.

Should a player receive 2 yellow cards in a game, it will be treated as a RED card and the RED card fines will apply. The 2 yellow cards will be convereted to a 1 RED card will count as accumulation for the discipline award.

All fines shall be due by the team that the fined player plays for or the team will not be allowed to play its next match until all fines have been paid in full. Expelled players fines must be discussed by the PCSL-GB and a decision will be reached and communicated to the team in cause

Note: Should a player who has accumulated 3 yellow cards receive 1 yellow and a second yellow (resulting in a Red Card) in the next game, player will be SUSPENDED and FINED according to the rules and will maintain its 3 yellow cards in accumulation.

Team Yellow Cards

A team, that accumulates a total of four (4) yellow cards due to undisciplined behaviour, will receive a 1 game suspension and a set fine. Undisciplined behaviour will be determined by the discipline advisors.

Red Cards (NON VIOLENT)

1st time player receives one (1) direct red card in a game

Player receives two (2) games suspension and a set fine shall be due (by the team) to the governing body of the PCSL before the next scheduled game or the team will be SUSPENDED from participating in further games until all fines have been paid in FULL.
2nd time player receives 1 (one) direct red card in a game
..........
Player receives three (3) games suspension and a set fine shall be due (by the team) to the PCSL before the next scheduled game or the team will be SUSPENDED from participating in further games until all fines have been paid in FULL
3rd time player receives 1 (one) direct red card in a game
..........
Player is suspended from the PCSL for the Season and no fines will apply.

Note: All red card suspensions will be determined by the PCSL-GB. The above table (Table 1) is just a guideline. Once a player receives a RED Card the above suspension applies immediately, and then the PCSL-GB will determine if the suspension is adequate, after reviewing the Referee's report before the 2nd game after the RED card booking.

Be advised that even after receiving a direct RED card for the 3rd time in a game the league may decide that the player can participate and a written caution that could result in a permanent suspension for the season if the offense is repeated.

Red Cards(VIOLENT)

THIS RULE CAN NOT BE CHALLENGED AND IS DETERMINED BY THE PCSL-GB, VIOLENT CONDUCT WILL BE DETERMINED BY THE PCSL-GB AND SEVERE FINES WILL APPLY

  • *** 1st time player receives 1 (one) direct red card due to violence/fighting, player will be IMMEDIATELY EXPELLED from the PCSL until further notice from the PCSL-GB. THIS RULE CAN NOT BE CHALLENGED.
  • *** Any Player(s) and/or Official(s) leaving the bench area to join in an altercation will be IMMEDIATELY EXPELLED from the PCSL until further notice from the PCSL-GB. *** THIS RULE CAN NOT BE CHALLENGED.
***** Player(s) and/or Official(s) EXPELLED/SUSPENDED from the game must leave the playing field area immediately, if they refuse their team will lose the game by a 3-0 score ***** NO EXCEPTIONS

No Show; Default; League Dues & Fines
  1. A team not fulfilling its' commitments or failing to show up for a game will be fined. Failure to pay the fine will result in the team officials and players being suspended from the league until the fine have been paid.

  2. Any team who defaults three (3) games, does not fulfill their obligations, or fails to pay their dues and fines, will be EXPELLED from the league.

  3. All points on record will be maintained, all following games will be forfeit for that team and all remaining games will be posted as a 3-0 lost.

  4. Should a team have a player(s) who has not yet been registered and is caught playing, that team will lose the points and will be fined, the score of 3-0 awarded to the opposing team - NO EXCEPTIONS. Failure to pay such fine will result in the team officials and players being suspended from the league until the fine have been paid. - A protest filled to advise/inform the league of the use of unregistered players does not require a protest fine to be submitted with a complete protest form

Please Note: All fines imposed by the North York Soccer Association, the Ontario Soccer Association or the PCSL associated league, shall be paid by the team or teams involved. Should the team or teams not pay the said fine(s) within a 7 day period following the notification by the Association, then such team or teams will be EXPELLED from the league and All points on record will be maintained, all following games will be forfeit for that team and all remaining games will be posted as a 3-0 lost.

Players Equipment

The player's equipment shall consist of a regular uniform with numbers on the shirt that correspond to the number on the team game sheet. It is mandatory for all players on the team to have the same shirt colour with different numbers. All players must wear only outdoor soccer shoes and shin-guards are mandatory during all games (no aluminum stud soccer shoes allowed). The goalkeeper must wear colours that distinguish the player from the other players and referees, in the event of a clash of colours in the uniforms. The home team is required to change the uniform or wear cover-ups.

Field Markings

Each team is required to have a home playing field in decent conditions. The hosting team is responsible to make sure that the playing field is marked accordingly

  1. Visible side lines (touch lines)
  2. Visible goal lines
  3. Visible penalty area
  4. Visible goal area (optional)
  5. Safe flagposts in all 4 corners of the playing field

A designated area in opposite sides of the field will be assigned/drawn by the home team, all team members including coaches, directors and other staff must stay within the boundaries of the designated area.

Referees

A referee and two (2) lines-people will be appointed to officiate each game. EACH TEAM MUST PAY the referee before the start of the second half of the game. The referee shall enforce the rules of the game and his decision at the time of the game is FINAL. The referee must complete the teams' game sheet at the end of each game and report in writing, on the reverse side, any discipline problems occurring during the game. Game sheets must be signed by the team directors and the referee will mail the game sheets as per rule 14 of the PCSL General Rules. - NO EXCEPTIONS.

In the event that member(s) of the referee team fail to show up for a scheduled game, it is up to the team officials to MUTUALLY agree if the game is to proceed - Payment shall be made to the game official accordingly -. In the even of MUTUAL agreement and replacements lines people (people that are watching the match and agree to assist with the lines service). The game will count as OFFICIAL, The results in the OFFICIAL game sheets will count. In the even that there is NO MUTUAL agreement from both teams to play the game short of referees, the game MUST be re-scheduled according to the rescheduling rules (rule # 10.1) and payment SHALL NOT be made to any member of the referee team present


*** We will not tolerate any abuse to the referees or PCSL officials at any time. The decisions and interpretations of the referees and PCSL governing body are FINAL. ***

*** Game reviews are not permitted. The referee team's decision is final and all results are determined during the matches. ***

*** Protests are permitted within the governing rules of the PCSL. ***

Protests & Reviews

A protest must be filled in writing to the League governing body within 48 hours from the end of the game in question. An application and a protest fee must be paid at time of filling. The League officials will review the protest and have a decision within 5 days from receipt of protest. For a protest form please click here

The decision made by the Portuguese Canadian Soccer League or the PCSL-GB is FINAL; there will be no further appeals.

PCSL 2008 COMPETITIONS

League Championship and PCSL Cup/Play Off
Games are played according to schedule

  • 3 points awarded for a victory
  • 1 point awarded for a tied game
  • No points awarded for a loss

PCSL Championship
Games are played according to schedule to accumulate points overall to determine the qualification in the championship. The team that accumulates the most points is crowned the 2008 League Champion and awared the PCSL prize.

Please note: Any team that is not able to participate in the next PCSL summer league voids their rights to the league prize. The PCSL League Champion prize does not carry any monetary value; it will be voided immediately and shall not be claimed or carried over for future years.

PCSL CUP/Play-Off
Games are played according to schedule, which will be determined by a championship qualification. All teams qualify to the PCSL Cup/Play-Off and are guaranteed a minimum of 2 games or a maximum of 5 games. The winner of the PCSL CUP/Play Off will be crowned the 2008 PCSL Cup/Play-Off Winner.

Please note: Any team that is not able to participate in the next PCSL league voids their rights to the Cup/Play-Off prize. The PCSL Cup/Play-Off prize does not carry any monetary value; it will be voided immediately and shall not be claimed or carried over for future years.

League Tie Breakers

Individual goalie with the least goals against during the PCSL League and Cup/Play Off inclusive. This is an individual award and will be calculated based in the number of games that the goalie participated and the goals against that same goalie.

Participation Awards
Participation awards will be present to the team.

Most disciplined team
Team with the least point cautions during the PCSL League and Cup/Play Off inclusive. Caution points are determined according to the table bellow.
